The appropriate time to remove Personal Protective Equipment (PPE) is before caring for other animals. This practice helps to prevent cross-contamination between different animals, which is essential in maintaining their health and minimizing the risk of spreading disease. By changing or removing PPE before interacting with a new animal, you can ensure that any potential contaminants or pathogens from the previous animal do not transfer to the next one. This is critical in a setting where various animals may have different health statuses.

The context for the other options is important as well: removing PPE after handling food could still leave contaminants that could affect the animals; doing so after entering the facility does not account for potential exposure that could occur while moving through the space; and removing PPE before cleaning surfaces might not effectively manage hygiene if other animals are still present or if the surfaces require cleaning due to previous animal contact. Thus, the timing of PPE removal is crucial for animal safety and health, making the correct option the best practice in animal control settings.
